“The Storms Are on the Ocean” was sung by The Carter Family at the 1927 Bristol Sessions recordings. It was published by Ralph Peer’s Southern Music Publishing Company in the Carter Family songbook Album of Smoky Mountain Ballads (1927).
This is another one of the "who's gonna shoe your foot ..." songs which go all the way back to the Scottish ballad of "Lord Gregory", also known as "The Lass of Loch Royal" (Child 76). In this collection these include:

I like to do this in D with the guitar capoed up 2. When I sing it with the autoharp, I play and sing in C. I usually perform this with autoharp.
