"Black and White Rag" is a 1908 ragtime composition by George Botsford (1874-1949), a Midwesterner who moved to Tin Pan Alley and had a long career as a composer in various forms of music.
It was printed in Brody's Fiddler's Fakebook (1983), Phillips' Traditional American Fiddle Tunes, vol. 2 (1995) and Reiner & Ancik's Old Time Fiddling Across America (1989).
