In the 1960's it was collected by Alan Jabbour from Glen Lyn, Virginia, fiddler Henry Reed. Reed called this tune "Frosty Morning". There are some other tunes in major keys that use this title.
It has been recorded by Alan Jabbour, Bertram Levy and James Reed, Ken Perlman, Henry Reed and others.
I learned this from Ken Perlman's Melodic Clawhammer Banjo book.
I play this tune in medleys with:
    "Boatin' Up Sandy"
    "Bonaparte Over the Alps"
    "Falls of Richmond"
    "Kitchen Girl"
    "Sally in the Garden"
    "Santa Anna's Retreat"
